Technical Committee for Standardization No. 164, “Artificial Intelligence,” has been ranked among the ten most effective technical committees in the country for 2025. It includes the “Artificial Intelligence in Healthcare” Subcommittee (SC01/TC164), based at the Сenter for Diagnostics and Telemedicine of the Moscow Health Department.
“The high assessment of the technical committee’s work reflects the importance of our efforts to develop a national standardization system in the field of artificial intelligence. The ‘Artificial Intelligence in Healthcare’ Subcommittee, based at our Center, is developing documents that facilitate the implementation of AI technologies in medical practice based on uniform requirements for quality, safety, and efficacy. To date, 28 National Standards have been developed, six of which entered into force this year. By combining the experience and enthusiasm of developers and physicians, Moscow is now setting global trends in the standardization of artificial intelligence services,” said Yuri Vasiliev, Chief Officer of Radiology at the Moscow Health Department and Medical Director of the Center for Diagnostics and Telemedicine.
Based on the results of 2025, Rosstandart assessed the performance of 259 technical committees for standardization. The ranking was based on the results of monitoring and evaluating their work. Since 2019, the assessment has been conducted in accordance with the standardization rules PR 1323565.1.003-2019, “Methodology for Assessing the Performance of Technical Committees for Standardization,” taking into account data presented in the committees’ annual reports and expert assessments based on a set of indicators. These include the extent to which planned performance indicators were achieved, the degree of business-community involvement in standardization activities, the committees’ participation in Rosstandart’s work to improve and develop the national standardization system, international cooperation, and other areas of activity.
“The national standards were developed based on the scientific and practical experience accumulated within Moscow’s healthcare system. Since 2020, a computer vision experiment has been underway in Moscow. More than 200 AI services have been tested in real-world healthcare settings, generating unique knowledge and experience. This enables us to create standards that are practical rather than theoretical. Their development is an ongoing process that combines scientific research, clinical experience, and expert assessment. Today, these standards establish a unified regulatory framework for implementing artificial intelligence technologies in healthcare: they define requirements for medical AI, procedures for the technical and clinical testing of AI services in radiation diagnostics, dataset preparation, and general principles for the use of these technologies. These standards establish a unified approach to assessing and applying artificial intelligence, based on safety and quality,” said Anton Vladzimirsky, Deputy Director for Research at the Center for Diagnostics and Telemedicine.
The “Artificial Intelligence in Healthcare” Subcommittee operates within the Center for Diagnostics and Telemedicine and develops national standards defining requirements for the creation, testing, and implementation of medical artificial intelligence technologies. The documents developed by its experts help establish unified approaches to the use of AI in healthcare and provide a reliable regulatory framework for integrating digital technologies into medical practice.
