The decision to designate tourism as a priority sector in Kerala, along with the proposal to extend industry-level incentives, is a timely and welcome measure. The Budget’s allocation of ₹325.36 crore for tourism, with a strong emphasis on eco-tourism, biodiversity tourism, mangrove tourism, farm tourism, agri-tourism, and rural experiential tourism, reflects a clear commitment to sustainable and inclusive growth.
Kerala is already making its mark in the sustainable tourism sector. However, the next phase of growth must focus on deepening responsible tourism at the grassroots level. Tourism growth should directly benefit local communities through employment and entrepreneurship opportunities. The Budget’s emphasis on community tourism hubs, cultural tourism centres, and rural tourism experiences is therefore particularly encouraging.
