NABARD-Led High-Level Committee Unveils Reform Roadmap to Revitalize Delhi’s Cooperative Sector

New Delhi : The High-Level Committee (HLC) on Short Term Cooperative Credit Institutions in Delhi, chaired by Shri Pandurang K. Pole, IAS, Secretary (Cooperation), GNCTD, met on 31 July 2026 under the NABARD-led platform to review the performance of cooperative institutions and advance reforms for strengthening Delhi’s cooperative sector.

The meeting was attended by Shri Nabin Kumar Roy, Chief General Manager, NABARD, New Delhi Regional Office, Shri Krishna Kumar Singh, Registrar Cooperative Societies (RCS), GNCTD; Shri Ashok Kumar, General Manager, RBI; Shri Rajiv Kumar Kadyan, Officiating Managing Director, Delhi State Cooperative Bank (Delhi StCB); representatives of Kangra Cooperative Bank Ltd., Delhi Nagrik Sahakari Bank Ltd., and Jain Cooperative Bank Ltd.; along with senior officials from RBI, RCS, Delhi StCB, NABCONS, NABARD and other stakeholder institutions.

The Committee reviewed the performance of Delhi StCB, regulatory compliance, technology initiatives and governance-related issues. During the discussions, the Chairperson expressed serious concern over the prolonged stagnation in key financial and business parameters of Delhi StCB and cautioned that continuation of current trends could impact the institution’s long-term relevance and competitiveness. Emphasizing that a “business-as-usual” approach was no longer tenable, he called for transformative measures focused on business expansion, customer acquisition, innovation, digital transformation and improved customer service.

A key outcome of the meeting was the approval of a comprehensive diagnostic study of Delhi’s cooperative sector, to be undertaken by NABCONS on behalf of NABARD. As the first-ever comprehensive diagnostic assessment of the cooperative sector in the NCT of Delhi, the study will fill a critical knowledge gap and provide an evidence-based roadmap for policy reforms, sectoral revitalization, and long-term sustainability.

The Committee also underscored the importance of a holistic approach to cooperative development in Delhi. Noting that Urban Cooperative Banks (UCBs) are regulated separately through the RBI-led TAFCUB mechanism, the Chairperson highlighted that their participation as special invitees in the HLC would facilitate a more comprehensive assessment of Delhi’s cooperative ecosystem and support coordinated policy interventions for sectoral development.

The meeting concluded with a commitment to accelerate reforms relating to regulatory compliance, governance strengthening, digital transformation, capacity building and timely completion of the diagnostic study.
