New Delhi : The proposed India CTV & FAST Council (ICFC) has invited organisations across India’s Connected TV (CTV) and Free Ad-Supported Streaming TV (FAST) ecosystem to become Founding Members and help shape the Council’s priorities and governance.

For this, ICFC has opened an Expression of Interest (EOI), which closes on October 31, 2026. The initiative follows an industry roundtable convened by Runn Media Labs, the company behind RunnTV, in September, 2026.

The open Common Charter has been developed based on the discussions, recommendations and priorities emerging from the roundtable, which included organisations such as JioStar, Zee, Shemaroo, Magnite, The Trade Desk, CloudTV and others. The Charter is publicly accessible to invite wider industry participation and feedback.

Manish Sinha, Founder and CEO of RunnTV, said: “We are delighted to see the industry come together to take this important step towards establishing the India CTV & FAST Council (ICFC), a collective initiative shaped by the priorities and aspirations of the wider ecosystem. On behalf of this group, we are inviting Expression of Interest (EOI) from the industry to become founding members and join this collective effort, contribute their perspectives, and help shape the future of the CTV and FAST industry in India.”

Objectives and Initial Areas of Focus

ICFC aims to foster an inclusive, fair and sustainable CTV & FAST ecosystem through industry collaboration, knowledge-sharing, research and innovation. It will promote trusted, privacy-safe measurement, advertising transparency, fraud prevention, common standards and fair, interoperable distribution. The Council will advocate for a progressive, transparent and non-discriminatory policy environment that protects industry and consumer interests, while promoting equitable participation and value distribution.

The Charter is guided by the principles of trust and independence, measurement excellence, standards harmonisation, collaboration and inclusivity, and sustainable growth with practical impact. Its proposed initial focus areas are audience measurement; advertising transparency and fraud prevention; industry education; distribution; and policy and regulatory engagement. These priorities may be reviewed and refined by the Interim Steering Committee to be formed from the Founding Members.

Industry-Led and Inclusive

ICFC intends to bring together broadcasters, content owners, CTV/OTT/FAST platforms, advertisers, agencies, advertising technology providers and measurement and infrastructure companies. Its proposed governance emphasises balanced representation, transparency and independence, with safeguards against disproportionate influence by any single stakeholder group.

Non-Binding Expression of Interest

Eligible organisations are invited to review the open Common Charter and submit the Founding Members EOI by 31 October 2026. Submission is purely an expression of interest and creates no membership, governance or financial commitment.

Interim Committee and Next Steps

After the EOI closes, an Interim Steering Committee will be formed from the organisations that submit EOIs to take forward the Council’s governance, operating model, funding requirements and legal establishment.

Runn Media Labs will continue providing secretarial and financial support until ICFC’s legal entity is established. The Interim Steering Committee, formed from the Founding Members, will determine the legal and governance structure, funding requirement and contribution structure. No funds will be requested or transferred at the EOI stage; any approved contribution will be payable only after the legal entity is established and operational, with an official bank account in its name.
