Prime Minister Shri Narendra Modi has said that Panchayati Raj Institutions are effectively implementing on ground the schemes made by the Central Government to make life easier for the rural poor personnel. Today, projects worth more than 17 thousand crores related to the development of Madhya Pradesh are being dedicated. These projects will help in making life easier for the people of the state. Along with this, new opportunities for employment generation will also be created. The Prime Minister said that the Madhya Pradesh government has done excellent work by registering remarkable progress in the Pradhan Mantri Swamitva Yojana. More than 50 lakh women of Madhya Pradesh are associated with self-help groups. I congratulate the women power of Madhya Pradesh in the direction of women empowerment. The Prime Minister told that today more than 30 lakh panchayat representatives of the country are associated with this programme of National Panchayati Raj Day. This is a powerful picture of India’s democracy. We all are the representatives of the people and are dedicated to the country and democracy. “Jan Seva Se Rashtra Seva” (serving nation through serving people) is the goal of all of us.

Prime Minister Shri Modi was addressing special Gram Sabhas along with elected representatives and office bearers of all Panchayati Raj Institutions of the country on National Panchayati Raj Day at Rewa’s Special Armed Forces Ground.The Prime Minister conducted virtual griha pravesh of 4 lakh 11 thousand beneficiaries of Pradhan Mantri Awas Yojana at the National Panchayati Raj Day celebration in the presence of Governor Shri Mangubhai Patel, Chief Minister Shri Shivraj Singh Chouhan, Union Minister for Rural Development and Panchayati Raj Shri Giriraj Singh and other Union Ministers and Ministers of Madhya Pradesh. Along with this, he also laid the foundation stone of five big group water supply schemes approved for Rewa, Satna and Sidhi districts  under Jal Jeevan Mission in Madhya Pradesh costing 7853 crores. Prime Minister Shri Modi dedicated 100 percent electrification of Madhya Pradesh’s rail network to the nation and also dedicated, laid the foundation stone and inaugurated the railway projects worth more than 2300 crores. All the Gram Sabhas of the country joined the programme virtually to witness the National Panchayati Raj Day celebrations in the presence of the Prime Minister.

The Prime Minister Shri Modi said that we are continuously working with dedication to make the dream of a developed India come true. For a developed India, it is necessary to improve the social and economic system of the villages and strengthen the Panchayat Raj system. Our government is continuously working in this direction. Before the year 2014, the Finance Commission’s grant for the panchayats in the country was only 70 thousand crores, which has increased to more than two lakh crores during our government. In the direction of strengthening the panchayats, more than 30 thousand panchayat buildings have been constructed in the last 8 years. Extending optical fiber connectivity to panchayats, optical fiber network has been laid in more than two lakh villages. The previous governments did not trust the Panchayati Raj institutions, which were the basis of the system in the country since before independence. Only formality was done in the name of Panchayats. After the year 2014, our government took the initiative of empowering the panchayats and today the results are visible. Panchayats have emerged as the lifeline of the country’s development.

Prime Minister Shri Modi said that with the help of Panchayats, efforts are on to reduce the gap between villages and cities. Panchayats are being made smart through digital medium. In the construction of Amrit Sarovars, latest technology has been used in the construction process along with conducting surveys through drones. The app dedicated today will make Panchayats more empowered and their system more transparent. The benefit of modern technology is clearly visible in the Pradhan Mantri Swamitva Yojana. Due to the survey and mapping of the populated areas of the villages through drone technology, the situations of dispute related to property have been eradicated. Its work has been completed in 75 thousand villages of the country.

Prime Minister Shri Modi said that more than half of the country’s population resides in villages. The country cannot progress without their better arrangements. After 2014, our government has accorded top priority to villages. Under the Ujjwala Yojana, more than 10 crore cooking gas connections, construction of more than 3 crore 75 lakh houses in villages are clear evidence of this. Through Pradhan Mantri Saubhagya Yojana, electricity has reached lakhs of homes in the villages. With the Jal Jeevan Mission, more than 9 crore rural families of the country are getting tap water at home. Of these, 60 lakh houses belong to Madhya Pradesh. The previous governments did not accept the right of the people of the villages on the country’s banks. The people of the villages neither had bank accounts nor could they get any facility from the banks. Our government opened bank accounts of more than 40 crore people under Jan-Dhan Yojana, increased access of banks to villages by using post offices and connected people with banks through Bank Mitra and Bank Sakhi. The impact of this campaign is clearly visible in the villages. From agriculture-farming to business, the villagers are getting help from the banks.

Prime Minister Shri Modi said that about two and a half lakh crore rupees have been sent directly to the accounts of the farmers in the Pradhan Mantri Kisan Samman Nidhi. About 90 lakh farmers of Madhya Pradesh have received Rs. 18 thousand 500 crore in this scheme. The farmers of Rewa have received about Rs. 500 crore from this fund. Due to hike in MSP, additional amount is reaching the villages. Along with this, free ration is being provided to the poor families living in the villages since the Corona period. More than Rs. 3 lakh crore are being spent on this scheme for the welfare of the poor. Employment opportunities are being created through these works being carried out in the villages. An assistance of Rs. 24 lakh crore has been given in the Mudra Yojana, run with the aim of motivating the youths of the village for self-employment.

Prime Minister Shri Modi said that the earth is our mother and no one has the right to kill the mother. The increasing use of chemical fertilisers and pesticides in agriculture has created a dangerous situation for the earth. All Panchayat representatives will have to be determined to improve the health of the earth. We can do our bit by adopting natural farming and making people adopt this method. Panchayats should run public awareness campaigns focused on natural farming.

Prime Minister Shri Modi highlighted in detail the benefits to the people of the state from the expansion of railway network in Madhya Pradesh, increasing possibilities of tourism and new employment opportunities and facilities to farmers, students and businessmen. Regarding the completion of 100 episodes of Mann Ki Baat, Prime Minister Shri Modi said that the achievements of many people of Madhya Pradesh have been mentioned in Mann Ki Baat. He appealed to maximum people to join the 100th episode of Mann Ki Baat on coming Sunday.

People of the state must join the 100th episode of Mann ki Baat

Chief Minister Shri Chouhan said that Prime Minister Shri Modi resides in the hearts of the countrymen. The countrymen listen to his Mann ki baat and imbibe it as well. It is  very fortunate that the 100th episode of Mann Ki Baat will be telecast on 30th April. Arrangements will be made for people to listen to Mann Ki Baat in all the polling booths, wards and panchayats of the state. The residents of the state must join the Mann Ki Baat programme on April 30 from 10.45 am.

Chief Minister Shri Chouhan welcomed Prime Minister Shri Modi by presenting a toy made of betel nut in Rewa. He said that the country and the state are changing under the leadership of the Prime Minister. In Vindhya region too, there has been development in all areas including road connectivity and irrigation sector. Prime Minister Shri Modi had promised to double the income of farmers. The production of wheat, paddy and mustard has increased in the state. As per the wish of the Prime Minister, the work of doubling the income of the farmers has been completed on the land of Madhya Pradesh. Under the Jal Jeevan Mission, activities are going on at a wide level in the state to provide tap water to the villagers. Vindhya region is also getting the gift of a new airport along with rail connectivity.

Chief Minister Shri Chouhan said that Prime Minister Shri Modi has expressed his feelings for the need to save the earth and protect the environment. The people of the state should be determined to protect the environment and improve the health of the earth. Chief Minister Shri Chouhan administered a pledge to the people of the state to save electricity, save water, plant trees, adopt natural farming and contribute in cleanliness.

Union Minister of State for Panchayat and Rural Development Shri Giriraj Singh said that Prime Minister Shri Modi has increased the enthusiasm of the villagers by attending the programme of National Panchayati Raj Day. This is an indication that Prime Minister Shri Modi is closely associated with the village, the poor and the farmer. He has given constant inspiration for the betterment of Panchayati Raj and rural development. Under the leadership of Prime Minister Shri Modi, natural farming is being encouraged through Carbon Neutral Panchayat, Water Village and Green Panchayat. Union Minister Shri Singh appreciated the Mukhya Mantri Ladli Bahna Yojana implemented in Madhya Pradesh and the activities conducted by women self-help groups.

Integrated e-Gram Swaraj and GeM portal launched

Prime Minister Shri Modi launched the integrated e-Gram Swaraj and GeM portal for Panchayats of the country through a short film. With this integrated portal, panchayats will be able to purchase and pay for goods and services digitally as per their requirement.

Ekam Samaveshi Vikas” website and mobile app launched

Prime Minister Shri Modi also launched the Inclusive Development theme for the “Ekam Samaveshi Vikas” website and mobile app was launched at the national level through a short film. The “Vikas Ki Aur Sajhe Kadam” campaign was also launched by Prime Minister Shri Modi with the aim of increasing people’s participation in ensuring full benefits of the government’s schemes. The campaign which focuses on inclusive development, will focus on extending benefits of schemes to the backmost people.

Prime Minister Shri Modi distributed Ownership Property Cards to selected beneficiaries as a symbol of the achievement of distribution of one crore 25 lakh Ownership Property Cards in the country. Under the scheme, land owners are provided with ownership and rights records of their property after the survey and mapping of the village’s population, land and houses. Madhya Pradesh is leading in the implementation of the scheme in the country since its inception. A short film on “Swamitva– Meri Sampatti-Mera Haq” was also screened.

Foundation stone and launch of various railway projects worth Rs. 2300 crore

Prime Minister also laid the foundation stone and inaugurated various railway projects worth about Rs 2300 crore. He flagged off trains from Rewa to Itwari (Nagpur) via Chhindwara, Chhindwara to Nainpur and Nainpur to Chhindwara. He also laid the foundation stone for redevelopment of Gwalior railway station at a cost of Rs 535 crore.

Foundation stone laid for 5 projects of Jal Jeevan Mission worth Rs 7853 crore

Prime Minister Shri Modi laid the foundation stone of 5 projects of Jal Jeevan Mission worth about Rs 7,853 crore in the programme. These include Rewa Bansagar project costing Rs 2319 crore 45 lakh to provide water to 1411 villages of Rewa district, Satna Bansagar-2 project costing Rs 2153 crore 12 lakh and water supply scheme benefiting 295 villages of Rewa and Satna district, Bansagar group tap water scheme costing Rs 1641 crore 52 lakh to provide drinking water to 677 villages, Tamas group tap water scheme costing Rs 951 crore 18 lakh benefiting 630 villages of Rewa district and Gulab Sagar Group Water Supply Scheme benefitting 323 villages costing Rs 788 crore 63 lakh. About 9 lakh 48 thousand families of 4 thousand 36 villages will be benefitted by these schemes.

Cultural presentation titled “Dharti Kahe Pukar Ke”

Prime Minister Shri Modi also visited the exhibition set up at the venue. There were stalls on projects and innovations happening in Pradhan Mantri Awas, Swachchha Bharat Mission, Livelihood Mission, Amrit Sarovar, Home-Stay to encourage rural tourism, Health and Wellness Center, Jal Jeevan Mission, Swamitva Yojana, Rewa Ultra Mega Solar Power Project, Bansagar Project, White Tiger and in the field of agriculture. A cultural presentation titled ‘Dharti Kahe Pukar Ke’ was also held at the beginning of the programme.

Union Minister of State for Steel and Rural Development Shri Faggan Singh Kulaste, Union Minister of State for Panchayati Raj Shri Kapil Moreshwar Patil, Union Minister of State for Jal Shakti and Food Processing Shri Prahlad Singh Patel, Assembly Speaker Shri Girish Gautam, State’s Panchayat and Rural Development Minister Shri Mahendra Singh Sisodia, Food, Civil Supplies and Consumer Protection Minister Shri Bisahulal Singh, Minister of State for Panchayat and Rural Development Shri Ramkhelavan Patel, Member of Parliament Shri V.D. Sharma, Shri Janardan Mishra, Shri Ganesh Singh, Smt. Reeti Pathak, former minister Shri Rajendra Shukla, MLAs, people’s representatives, senior officials of the Centre, State and Railways were present. Representatives of Panchayati Institutions, beneficiaries of various schemes and local residents participated in large numbers in the programme.
