Assam government official arrested on charges of disproportionate assets

GUWAHATI : An Assam Civil Service (ACS) officer has been arrested by the Chief Minister’s Special Vigilance Cell on charges of disproportionate assets. Officer Saber Rahman was being investigated on the basis of a complaint alleging that Rahman, then additional deputy commissioner in Dhulu, had acquired huge assets through illegal and corrupt means. Accordingly, Rahman has assets worth over Rs 100 crore, including 89 unloaded properties in his name and the property of his two wives, while he was the SP of vigilance cell.

 The Superintendent of Police of the Chief Minister’s Special Vigilance Cell said that based on a complaint, an inquiry was being conducted by the Special Vigilance Cell against the accused officer Saber Rahman. It alleged that Rahman acquired ”a lot of property through illegal and corrupt means” during Dhubri’s additional deputy commissioner. The Superintendent of Police (Special Vigilance Cell of the Chief Minister) said in a statement that a regular inquiry was initiated based on the complaint. According to the statement, an inquiry was conducted into the period between June 23, 2002 and April 4, 2021 and found that there were 89 properties in the name of him or his two wives.

The statement said the market value of these properties has been estimated at over Rs 100 crore. The probe also revealed Rahman’s movable and immovable assets worth over Rs 6.38 crore, 95 per cent higher than his known sources of income. The Superintendent of Police said in a statement that Rahman has been arrested after receiving adequate evidence against him. Rahman is presently posted as Deputy Secretary, Department of Minority Welfare and Development. A complaint was received in the Chief Minister’s Special Vigilance Cell alleging that Rahman, the then Additional Deputy Commissioner of Dhulu, had acquired large properties through illegal and corrupt means, which is inconsistent with known sources of his income.This was followed by regular checks as per the orders of the Chief Minister’s Office (CMO). As a public servant, the accused has disproportionate assets which is a criminal misconduct for the owner of the property which is out of sync with legal sources of his income, is earning money while occupying a public office and is in possession of disproportionate assets. He said that apart from this, he was also not able to satisfactorily explain how he could collect more economic resources, assets or assets than income from known sources of income. Adequate documentary and physical evidence has been found against Rahman. The official said, “The matter is under investigation.
