Separate negotiators are already working with the Naga rebel groups and other rebel groups in the northeastern states such as the ULFA, NDFB, KLNLF of Assam and the KNO and UDF of Manipur.

At the same time, various agencies are investigating the activities of organizations and extremist elements trying to carry out extremist activities so that they can be nudged.The agencies are working on a strategy to thwart any kind of violence by sharing intelligence input among themselves. There are about 20 major rebel groups operating in different states of the Northeast. Four organizations are active in Assam, United Liberation Front of Assam, National Bodoland Front of Bodoland, Kamatapur Liberation Organization, Karbi Langri NC Hills Liberation Front -KNLF.

In Meghalaya, the Garo National Liberation Army, Hynyewtrep National Liberation Council remains active.The activities of National Liberation Front of Tripura – NLFT, All Tripura Tiger Force are going on in Tripura. Most of the rebel groups are in Manipur. There are 11 organizations active here.These include the United National Liberation Front – UNLF, Revolutionary People’s Front – RPF, People’s Liberation Army, People’s Revolutionary Party of Kangleipak, Kanglei Yavol Kanna Lup, Kangleipak Communist Party, Alliance for Socialist Unity Congolepak, Manipur People’s Liberation Commission, Coordination Committee National Organization – KNO, United Progressive Front.
