“Insensitivity Ends Today”: CM Vijay Launches sweeping Child Dignity Protocol After Suspending Three Senior IPS Officers

Chennai: In a powerful display of zero tolerance, Tamil Nadu Chief Minister C. Joseph Vijay has not only suspended three senior IPS officers for their insensitive behaviour during a media briefing on the rape and murder of a 10-year-old girl in Sulur, Coimbatore, but has also announced major systemic reforms to prevent such callousness in the future.

The incident came to light when a video showed the officers smiling and displaying casual gestures while addressing the media about the horrific crime. Deeply moved by the tragedy, Chief Minister Vijay acted swiftly. Within hours, he ordered the immediate suspension of the three officers and directed a high-level inquiry into their conduct.

However, Vijay made it clear that individual punishment was not enough. “When a child is violated, the entire state bleeds. We cannot allow our system to remain numb,” he said in an emotional address.

The Chief Minister has now unveiled the Child Dignity Protocol — a comprehensive reform package aimed at transforming how police and the administration handle cases involving women and children.

Key Reforms Announced:

• Mandatory Sensitivity Training: All police personnel dealing with crimes against women and children will undergo six weeks of intensive trauma-informed and sensitivity training, with annual refresher courses.
• Zero-Insensitivity Clause: Any officer showing callous or insensitive behaviour in public briefings or investigations will face immediate suspension.
• Body Cameras Mandatory: All officers handling sensitive cases must wear body cameras during media interactions and crime scene visits.
• Child Protection Rapid Response Teams: Specialised teams to be formed in every district with a strict 72-hour timeline for preliminary investigation in child sexual abuse cases.
• Little Hearts Support Network: A dedicated support system offering free psychological counselling, legal aid, and educational assistance to child victims and their families.
• One-Stop Child Protection Centres: To be established in every government medical college hospital.

Addressing the Assembly, a visibly moved Vijay stated, “A uniform is not a licence for indifference. Our police must feel the pain of every victim they serve. These reforms are a promise to every mother and every child in Tamil Nadu.”

The bold steps have been widely welcomed by women’s groups, child rights activists, and the public. Many see this as a turning point in how the state handles sensitive cases.
