Moldova Launches €1 Million Innovation Fund to Turn Technology Ideas into Market-Ready Products

CHIȘINĂU, Moldova  :The Moldova Innovation Fund, operated by Moldova Innovation Technology Park (MITP), has launched with an initial budget of more than €1 million to help startups and technology teams turn early-stage ideas into validated, market-ready products. Four competitive funding rounds are planned over the next 24 months, with the first call opening on October 1, 2026.
 
The Fund targets the financing gap between an initial technology concept and a product capable of attracting customers or private investment. Pre-seed projects can receive grants of up to €20,000, while early-stage projects can access up to €40,000. Funding can be used for idea validation, proof of concept, prototyping, technology testing, product improvement and market validation.
 
Eligible projects extend beyond software and include artificial intelligence, cybersecurity, govtech, agritech, biotechnology, big data, cloud technologies, robotics and other emerging technologies. Projects may combine software, hardware, algorithms and physical technology products.
 
Applications will go through eligibility screening, technical evaluation and a pitch stage before final selection. Beneficiaries and grant amounts will be approved by the Moldova Innovation Fund Coordination Committee.

The Fund is part of Moldova’s broader push to convert technical talent into companies, intellectual property, exports and higher-value jobs, while strengthening the pipeline of businesses capable of attracting private capital.
 
“The Moldova Innovation Fund is designed to become more than a sequence of grants. We want to build a predictable pathway through which a technology idea can progress from validation to prototype, market entry and eventually private investment. The first €1 million gives us the opportunity to prove that mechanism and build a stronger pipeline of Moldovan technology companies capable of scaling internationally. We already provide companies with an enabling business framework; the Fund adds another tool for helping locally developed products emerge from that ecosystem.”,

The launch comes as Moldova’s startup ecosystem records both stronger international recognition and higher levels of investment. In September, StartupBlink named Moldova the fastest-growing startup ecosystem in Europe, after its population-adjusted ecosystem score increased 91.9% between the 2025 and 2026 editions of the Global Startup Ecosystem Index — the highest growth in Europe and third-highest worldwide. Moldova also climbed eight positions to 82nd globally.
 
The country now has over 300 active startups, while Moldovan startups attracted more than $17 million in investment in 2025, approximately twice the amount raised a year earlier. The Moldova Innovation Fund adds an earlier financing layer to that ecosystem, supporting companies before they are typically ready for angel or venture-capital investment.
 
 
A technology ecosystem built for international markets
The Fund will operate within an increasingly large technology business base. In September 2026, Moldova Innovation Technology Park surpassed 3,000 active resident companies, compared with 338 when it began operations in 2018. Resident companies employ more than 27,000 people, while founders and investors represented in the Park come from more than 50 countries. Approximately 90% of the products and services developed by MITP residents are intended for export.
 
Eligible technology companies operating under MITP benefit from a simplified 7% single tax on sales revenue, with the stability of the regime guaranteed by the state until the end of 2035. The framework provides startups and established technology companies with long-term predictability as they hire, invest and expand internationally.
 
 
From outsourcing talent to building technology products
Moldova’s technology sector built much of its international reputation through software development and outsourcing services, connecting local engineers with global clients and creating a strong base of technical expertise. That foundation is now supporting a move up the value chain, as more Moldovan companies develop proprietary products, intellectual property and scalable technology businesses for international markets, including solutions in artificial intelligence, healthtech, gaming and agritech.
 
The Moldova Innovation Fund is intended to accelerate that shift by financing the stage at which teams must demonstrate that a technical concept can become a commercially viable product. By supporting validation, prototyping and early market testing, the Fund aims to help more Moldovan engineering and software talent translate technical capability into locally developed products and companies with the potential to scale internationally.
 
The Fund’s initial financing is provided by the European Union, co-financed by the Government of France and implemented by Expertise France. The 24-month launch period is intended both to finance technology projects and to establish a mechanism capable of attracting additional resources and partners over time.
