New Delhi : A new higher education institution, Pravaha, has been announced with the ambition of building Bihar’s first globally benchmarked multidisciplinary university. It also aims to address the widening gap between rising enrolment and graduate employability in India. Formally introduced at an event held in New Delhi, Pravaha is envisioned as an institution “rooted in Bihar, flowing to the world,” with a strong focus on capability-led education and real-world readiness.
India’s higher education system has expanded rapidly in recent years; however, outcomes remain uneven. With fewer than half of graduates considered employable, the system faces a structural imbalance where access has scaled faster than capability. The challenge is particularly acute in Bihar, which, despite being home to nearly 10% of India’s population, has a gross enrolment ratio (GER) (ie a measure of how many students are enrolled at an education level compared to the number of children who are officially expected to be in that level) of 17.1% compared to the national average of 28.4%, leading to a sustained outflow of students seeking quality education elsewhere.
Pravaha is led by noted institution builders and industry leaders, including Dr Ajay Kumar, Physician and Education Philanthropist, Pramath Raj Sinha, Founding Dean of the Indian School of Business and Chairperson of Ashoka University’s Board of Trustees; Uday Shankar, Vice Chairman of JioStar and former President of Walt Disney Asia Pacific. The broader governance ecosystem includes leaders across education, public systems, and industry such as Anuradha Shankar, Dr Rukmini Banerji, Manjari Jaruhar, Shreyasi Singh, and Tripurari Sharan.
Pravaha will adopt a phased development model, beginning with a one-year, fully funded postgraduate Pravaha Fellowship in August 2027. The Fellowship will admit a highly selective cohort of 50–100 students and will serve as a testbed for curriculum, pedagogy, and outcomes before transitioning into a full-fledged university in 2029. Over time, the institution is expected to scale to approximately 1,500 students, impacting more than 5,000 learners within its first decade.
The Fellowship curriculum will integrate high-demand sectors including technology, artificial intelligence and data, business and leadership, design, and entrepreneurship. Graduates are expected to transition into high-growth roles across consulting, startups, and the technology sector.
The Pravaha campus is being developed in Loma, Vaishali, approximately 62 km from Patna, on a 20-acre site. Phase 1 construction, spanning 50,000 sq ft, is currently underway and is scheduled for completion by mid-2027. The academic model focuses on capability formation, combining data-driven decision-making, AI, and real-world problem solving, supported by a hybrid faculty model that brings together global academics and industry practitioners. Execution is being led by Jetri, a leading education consulting and strategic implementation firm in India, overseeing academic design, regulatory processes, and operational readiness.
Commenting on the initiative, Cynthia McCaffrey, UNICEF India Representative, said, “This is investing in young people in Bihar, bringing together the ecosystem of those so invested in its future. What is so important about this convening is the coming together of those who care deeply about shaping the future.”
Vineet Gupta, Founder and Trustee, Ashoka University and Plaksha University, said, “Bihar’s Gross Enrolment Ratio is significantly below the national average. Institutions like Pravaha can help change that. When institutions are created from the ground up, they enable fresh thinking, innovation, and outstanding programmes. Something deeply rooted in Bihar, for Bihar, is truly exciting.”
Vrunda Bansode, Founder & CEO, Impactica.org, said, “Bihar faces a massive capacity challenge in higher education, with a significantly higher student-to-university ratio compared to other states. Institutions like Pravaha are critical, and we hope to see many more such models emerge.”
Pravaha aims to create a pipeline of high-capability professionals while contributing to regional economic development and offering a scalable model for institution-building in underserved regions.
