Mangaldai : The second level of randomization of EVMs and VVPATs for allocation of polling stations in all ten assembly segments under 8 Mangaldoi HPC has been carried out on Sunday in the conference hall of Deputy Commissioner , Darrang and the Returning Officer of the HPC in presence of the representatives of the all recognized political parties , contesting candidates and General Observer Capt J.K.Pathania The randomization was done through the EVM Management System following which all EVMs (comprising Ballot Unit and Control Unit) and VVPAT machines are to be allotted to the polling stations located in all ten assembly constituencies which form the Mangaldoi Parliamentary Constituency . In the Mangaldoi election district an additional quantity of 15% Ballot Units and Control Units have been kept in reserve, 20% of VVPAT machines have also been kept in reserve over and above the required no of 1065 against each polling station in the election district .
Before this second level of randomisation which is done at the Returning Officer level , the first level of randomization was carried out earlier at the District Election Officer’s level . This has been informed by Kalpana Deka, Additional Deputy Commissioner, Darrang in charge of the Election branch . “The process is a part of the ECI’s elaborate framework of transparent administration system , procedural checks and balances and security protocols that have been put in place to bar any possible misuse or procedural lapses in use of EVM / VVPATs during the ensuing polls.”. ADC Deka said.” “Commissioning of EVMs will be done from April 5 next at Mangaldai college and then EVMs will be kept there in the temporary strong rooms”, She added. Returning Officer of the HPC and District Election Officer , Darrang Ghanshyam Dass and representatives of the District Election Officer of the respective three other districts under HPC namely Udalguri , Kamrup Rural and Nalbari besides other senior district administrative officials were present in the meeting .
