Kokrajhar: The one-day Autumn Session of the Bodoland Territorial Council (BTC) Legislative Assembly was held today at the BTC Assembly in Kokrajhar.
The day-long Autumn Session, chaired by Speaker Katiram Boro, started with a question hour.
The issues mainly related to development, healthcare, education, soil erosion, water resources, social welfare etc were raised by the opposition members.
The House also passed the move for supplementary demands for grants of Normal budget amounting Rs 29814.34 lakhs (Non-SOPD development Fund) for the year 2022-2023 under WPT&BC and Irrigation department of BTC which were not reflected in the Normal budget of BTCLA Budget Session held on 4 April 2022.
During the question hours, BPF MCLA Paniram Brahma put question on the implementation of resolution taken during the last budget session for separate establishment of legislative assembly from secretariat and also sought the reason as to why the motion moved by EM Gautam Das in the last assembly session and passed by the house was ignored.
In his reply, the CEM Pramod Boro said the proposal had been submitted to the Welfare of Bodoland department, government of Assam vide letter no BTC 141/2004/127 dated 27 May, 2022 for creation of 64 nos of posts for separate establishment of BTCLA with financial implication of Rs. 2,89,99,776 lakhs per annum.
He said the ruling government had not ignored the resolution of the house as alleged by MCLA Paniram Brahma but waiting for state’s assent to meet the financial requirement as the council has no capacity to meet the salary component.
Opposition MCLA from Baukhungri constituency Daneswar Goyary raised the question on the dilapidated condition of Rupnath Brahma Civil Hospital inthe heart of Kokrajhar. Goyary stated that the Cabin rooms, operation theatre, labour room etc. of RN Brahma Civil Hospital, the only premier civil hospital of BTC area is in dilapidated condition. He reminded that the EM of Health and Family Welfare Arup Kr. Dey had assured the house that all the shortcomings of RN Brahma Civil Hospital including cleanliness would be carried out but even after seven months of his assurance the condition of the hospital remained the same.
Arup Kr. Dey in his reply said efforts are being taken for facelift of all health centres in BTC and Rs. 1 crore has been earmarked under SOPD in the current financial budget for renovation and up-gradation of the hospital. He said there were hundreds of sub centres in BTC that needed proper function and renovation but it is not possible to bring total change with a small budget in short period. He again assured the house that he will make RN Brahma civil hospital clean and fit the operation theatre, labour room and cabins before the next session after which the members will be able to lay the blame on him.
Talking to Reporters after the Assembly, BTC chief executive member Pramod Bodo said steps are being taken to overall development of the Bodoland Territorial Region. He said the cou8ncil has taken up many policies and schemes in various sectors including education, communication, health, agriculture and economy of the people.
One minute condolences was also observed to pay respects to former Assam minister Binod Gowala, former MLAs- Nileswar Tanti, Anwar Hussain Laskar and Dalim Roy who passed away recently.
