Chief of Intelligence Bureau assigned for Naga peace talks ?

GUWAHATI :Nagaland, the most insurgent-hit state in the Northeast, is in its last phase of peace process for the last 23 years. The Naga problem in Nagaland has gained momentum as the central government has indicated to sign the deal. According to the Ministry of Home Affairs, the government has indirectly declared a high alert across the state as soon as the date fixed by the central government for the Naga peace agreement comes near 31 August. But suddenly on behalf of Prime Minister Modi, Intelligence Bureau Director Arvind Kumar and IB Special Director Akshay Kumar Mishra have been tasked to bring Naga peace talks back on track. It is mentioned here that all the student organizations of the Northeast have appealed to the Central Government not to make any kind of regional change till the decades-old Naga political problem is solved.

Even today the people of Manipur Assam, Arunachal and Mizoram have protested over the Naga peace agreement.Said that talks should not affect the state and its people. However, we also want to make it clear that till the resolution of the decades-old Naga conflict in Nagaland, if the jurisdiction of the state is changed or there is no need for any kind of administrative, political or other interference. On the other hand, the Socialist Council Of Nagaland- (NSCN) (Issac-Muivah) has said that the Naga problem cannot be resolved in a better way without discussing the flag and constitutional issues.The Center has clarified that these two issues were not included in the framework agreement between the Center and the organization in August 2015. Although the government is firm on the agreement, it will not look into the issue of flags and constitution. On the other hand, about two months ago, in Manipur, BJP CM N Biren Singh had warned the central government of his own party. Biren Singh had also threatened to resign before reaching any conclusion of the ongoing negotiations between the Naga factions and the central government.

The CM of Manipur has said that if there is any compromise with the territorial integrity of the state, he will be forced to resign. Then in such a situation the reaction in the state will also be out of control. Biren Singh had said that if our voice is not heard on the Naga Peace Accord, then we will have to take tough decisions. Meanwhile, the Prime Minister’s Office is upset over the deadlock in Nagaland Governor RN Ravi and Naga peace talks. He has been talking to the central government on behalf of rebel groups, but in the last few months various rebel groups have asked the Intelligence Bureau chief to take over. For this, Intelligence Bureau director Arvind Kumar has been explicitly tasked to bring back the derailed dialogue. A senior government official said, “RN Ravi was talking to various Naga groups as a negotiator in the last six years. But things have not been going well in the last 10 or 11 months.” According to the official, the PMO has also asked IB Special Director Akshay Kumar Mishra to join it.The central government is believed to be particularly concerned with a three-way quarrel in Nagaland – the NSCN (IM), the largest among the rebel groups, continues to have tensions between RN Ravi and the new National Naga Political Group (NNPG).

 Governor Ravi has openly targeted the elected government in Nagaland, which is an ally of the BJP alliance. Ravi had said in his Independence Day speech, “Nagaland is endowed with an excellent human and natural resource.Unfortunately today it is the worst performing state in the country including the North-Eastern region. There are almost all important signs of human development here. ”The rift between Ravi and various Naga groups has increased in the last 11 months. “A consensus was to be formed in October last year but it was not implemented. The Center retaliated and resumed action against cadres and leaders of NSCN (IM),” an official said.However, the center has refused to back down. A senior bureaucrat declared, “The government cannot be threatened.” As part of the new effort, Mandeep Tulli, an officer in the North East Division of IB and a 1999 batch officer who was posted in Imphal, Manipur, has been recalled as Joint Director (North East) in Delhi. Ritu Mishra, a 1996 batch officer, has been sent to Nagaland as a new SIB (State Intelligence Bureau) chief. A consensus was to be formed in October last year but this could not happen. After this, the Center started taking action against NSCN (IM) cadres and leaders. This attitude of the Center bothers the Naga leaders. A respectful solution to the seven-decade-old violent movement by the organization NSCN-IM, which is carrying out the process of peace agreement with the government, is not possible without flags and constitution.
