GB meeting of Assam Societies for Comprehensive Financial Management System takes key decisions

The governing body meeting of Assam Societies for Comprehensive Financial Management System (AS-CFMS) took place in Assam Administrative Staff College here today called for extensive use of online transaction of both revenue and non- revenue segments for lending more transparency, speed and accountability in financial management. The meeting held under the chairmanship of Chief Minister Sarbananda Sonowal took stock of different segments of work being executed by Assam Societies for Comprehensive Financial Management System. The meeting took key decisions like ratification of bye laws of Assam Societies for Comprehensive Financial Management System, permission for opening of Bank Account for AS-CFMS, approval for Assam State Public Finance Institutional Reforms (ASPIRe) office, framing of Assam Public Procurement Act, 2017, upgradation of data centre and IT equipment, creation of Assam Public Finance Management Institute, implementation of eGRAS and way forward among others. Chief Minister Sonowal hailing the Finance Department said that the department has created a platform and transparent system for handling and regulating the financial transactions. He also said that AS-CFMS has ushered in good governance, good financial management thus bringing in more financial management discipline in the state. He also urged upon all the government departments to empower themselves technologically to reap the benefits of AS-CFMS. He also thanked the Finance Department for enabling Assam to become the only state in India and amongst the five regions globally to be selected for IFMIS technical assistance from KPFIS (Korea) and World Bank last year. In the meeting Finance etc. Minister Dr. Himanta Biswa Sarma said that under the new system though steps have been taken to undertake all revenue transactions, efforts are also on to bring in non-revenue segments. Chief Minister’s Legal Advisor Santanu Bharali, Chief Secretary Kumar Sanjay Krishna, Additional Chief Secretaries, Commissioners and Secretaries and other senior officers of different government departments were present at the meeting.
