Madhya Pradesh HC lauds state government’s Covid-19 infection control strategy Efforts and dutiful performance of officers appreciated

Bhopal : The Madhya Pradesh High Court has appreciated the state government’s strategy to deal with Corona virus and systematic well planned efforts, prepareness and work of providing oxygen generation plants, CT scan machines, oxygen / ICU / HDU / IPCU beds in all district government hospitals. The High Court has also appreciated the efforts made by the state officials for vaccination of large population of the state and their dutiful performance.

Considering the state government’s action in the 12th Interim Action Report submitted by the state government, the High Court said that it is confident that by the end of the year 2021, the Madhya Pradesh government will complete the vaccination of the entire population above the age of 18 with the first and second doses.

The state government submitted the 12th Interim Action Report in compliance with the High Court order 10-8-2021. The Court issued a detailed order on its six different subjects.

It may be noted that Chief Minister Shri Shivraj Singh Chouhan had made tireless eoffrts in preparing a public-participation based strategy to deal with Covid 19. This strategy proved to be extremely effective in preventing Corona infection and was adopted by many states.

The state government apprised the court with the strategies and preparations it adopted to control Covid-19. The first topic was related to the setting up of oxygen production plants. It was informed that oxygen plants will be installed positively in all district/civil hospitals.

In the 12th Interim Action Report the state government stated that out of 190 plants which were to be set up, 108 plants have already been made functional and 36 plants have been delivered from the concerned agency and are in the process of installation. Preliminary preparations are underway at CMHO level for setting up the remaining plants.

The second issue was about the status of CT scan machines which were to be installed in all the districts. CT scan machines will be installed in all the districts. The process of installation of CT Scan Machine is going on at a fast pace. The third issue was related to the status of ventilators in all the districts. In this regard, setting up of 10 ICU beds in Community Health Center has been proposed in the newly created Niwari district. A total of 567 ventilators are available in all the district government hospitals in the remaining 51 districts. There is adequate availability of ventilators in all the districts.

The fourth topic was in relation to the status of I.C.U./H.D.U- (High Dependency Unit) beds. It may be noted that a total of 12 thousand 150 beds were available in government hospitals in June 2021 but in September 2021 this number increased to 16 thousand 977. Apart from this, there were 6060 beds in medical colleges in June, 2021 and now this number has increased to 7595 in September, 2021. Adequate number of oxygen/ICU/HDU/PICU beds are available in hospitals and medical colleges. Moreover, the pressure/demand for such beds in hospitals has come down significantly after the improvement in the Corona situation.

The fifth topic was regarding vaccination. Considering the government’s preparedness, soon the entire population over the age of 18 is expected to be vaccinated. Due to coordinated efforts, the government is gearing up to provide them full immunization cover by the end of December, 2021.

Regarding the sixth point of review of capping fee, it was informed that a meeting has been held with all the stakeholders. A policy decision will be taken soon to rationalize capping for the treatment of Covid patients.
