Moscow – The first BRICS Quantum Technologies Forum was held in Moscow. It brought together scientists, industry experts, and government representatives from BRICS member states to discuss prospects for cooperation in quantum technologies, one of the most promising areas shaping the technologies of the future. The forum concluded with the adoption of a joint statement by the participating delegations, reaffirming their commitment to continued cooperation in the field of quantum technologies. “Together, we seek to ensure sustainable technological progress across the BRICS countries,” the statement reads.

Participants also exchanged views on the current state of the global quantum race and presented their visions for international collaboration in quantum technologies.  The Russian side emphasized that cooperation within the BRICS framework would enable participating countries to maximize the development of their quantum capabilities through collective efforts.  Priority areas for collaboration include scientific and technological development, applications of quantum computing, education, and workforce development for quantum specialists. Russian representatives stressed that they view cooperation as an equal partnership in which each participant advances its own quantum sovereignty.

The forum was organized by the Ministry of Science and Higher Education of the Russian Federation in partnership with Rosatom State Atomic Energy Corporation.

The international dialogue among the “quantum teams” gathered in Moscow marked the first step toward establishing a sustainable BRICS quantum community based on mutual respect, trust, and equality.  The overarching goal is to advance quantum technologies in order to strengthen the technological foundations of BRICS countries and accelerate reindustrialization through the deployment of quantum innovations.

Russian Prime Minister Mikhail Mishustin addressed the forum participants, describing quantum technologies as one of the most promising innovations of the 21st century and calling on BRICS nations to deepen cooperation in this strategic field: “Today, it is critically important to move forward together with our BRICS partners by pooling our research resources.  Only through joint efforts can we rapidly overcome technological barriers, create scalable solutions, and ensure their deployment across key industries,” he said.

The plenary session, “The BRICS Quantum Path:  Charting the Course Together,” focused on the prospects for cooperation among BRICS countries in the quantum domain.

Valery Falkov, Minister of Science and Higher Education of the Russian Federation, highlighted the considerable potential for scientific and educational partnerships among BRICS nations in quantum technologies. He noted that cooperation among Russian research institutes and universities under the national roadmaps for quantum computing and quantum communications had enabled the country to make significant advances in quantum science, develop quantum computing prototypes, and establish quantum communication networks.

“In the field of quantum technologies, BRICS countries are moving along a common path, developing academic exchange programs, joint research initiatives, and shared infrastructure.” Russia is open to partnerships aimed at addressing large-scale challenges in the quantum domain.  We believe that we will achieve our goals much faster by moving forward together rather than separately, potentially repeating one another’s mistakes,” the minister said.

Alexey Likhachev, Director General of Rosatom, emphasized the fundamental role of technology in ensuring national sovereignty. He noted that the Russian nuclear industry has extensive experience in developing advanced technologies abroad, wh ere nuclear power plant construction projects strengthen the technological capabilities of partner countries by fostering new industries, workforce training systems, and scientific expertise. According to him, this approach will be equally valuable in building alliances in the quantum sector.

BRICS is an influential international association with a broad and relevant agenda. Our task is to place quantum technologies firmly on that agenda. Russia already has substantial achievements to bring to the quantum table. We have seven quantum computers built on priority technological platforms, dozens of quantum algorithms, and a wide range of projects in quantum computing, quantum sensing, and quantum communications.  This is expertise and experience that we are ready to contribute to international cooperation. I am confident that other BRICS countries will do the same. Together we are stronger. By combining our research efforts and jointly implementing technology projects that are closely linked to industry and the broader economy, we strengthen ourselves, our enterprises, our research centers, and ultimately our countries,”said the Rosatom chief executive.

The forum also featured a joint statement by members of the BRICS Nuclear Energy Platform, which highlighted the growing role of quantum computing in shaping the energy systems of the future and called on BRICS countries to join forces in advancing quantum computing to unlock the full potential of nuclear energy.
