No rank list of HSLC results this year; Expert panel submits report to Govt

GUWAHATI : There will be no list of rank holders of the High School Leaving Certificate (HSLC) results in Assam this year as the nine-member expert panel submitted its recommendation for the Assam government on Thursday evening.

The 9-member expert panel led by Alok Buragohain was constituted by the Assam government to propose procedures to evaluate students of Class 10 in view of the cancellation of this year’s examinations due to the second wave of Covid-19 pandemic situation.

Board exams for both Class 10 and Class 12 (HS) students have been cancelled and results will be prepared based on recommendations made by two expert committees. The state government on June 19 asked the two committees to submit their reports within a week.

The rank list will not be prepared this year, considering the current circumstances, said Alok Buragohain, chairman of the experts’ committee for Class 10 or HSLC results.

“The committee has submitted its report today,” confirmed a senior official of the Board of secondary education (SEBA) on Thursday night.

“Students’ records of Class 9 and Class 10 exams were collected with the help of district school inspectors. A substantial amount of data was collected and a model has been developed,” Buragohain said.

The other nine-member committee, for Class 12 results, led by Dipak Kumar Sharma, is also expected to submit its report by Friday.

The State education minister Ranoj Pegu on June 18 had announced that both Class 10 and Class 12 board exams have been scrapped for this year, after consultation with stakeholders, in view of the Covid-19 situation in the state.

“Two experts’ committees will be formed to decide methods to prepare evaluation criteria for the students, based on which the Board of Secondary Education Assam (SEBA) and the Assam Higher Secondary Education Council (AHSEC) will prepare results,” Pegu had said.

The expert panel to fix the evaluation modalities for the ‘cancelled’ higher secondary examination conducted by Assam Higher Secondary Education Council (AHSEC) will submit its final report on Friday.

The panel which held an important discussion on Thursday said that it has already prepared the framework of the modalities and only final touch needed to be given to it.

The panel said that in the evaluation of marks for the students, their high school leaving certificate (HSLC) results would also be taken into consideration.

“The HSLC results will also be one of the base components for the evaluation of marks of HS results. Besides, various other components like their marks in home assignments, attendance in class 11 while regular education system was on and their evaluation during that time will also be factors, “said Dipak Kumar Sharma, vice-chancellor of Kumar Bhaskar Varma Sanskrit and Ancient Studies University, who has been heading the expert panel.

He also informed that there was no decision yet on ranking the students. “The panel is yet to reach a consensus point on marking policy. Another round of discussion will be held on Friday and we will finalize the modalities,” he added.

Already the panel to the evaluation of HSLC students has proposed to go with no rank system for the HSLC students.

After receiving suggestions from the expert committee on evaluation criteria, the respective boards i.e. The Board of Secondary Education, Assam (SEBA) and the Assam Higher Secondary Education Council (AHSEC), will have to prepare the final results by July 30.
