GUWAHATI: Prime Minister Narendra Modi has expressed dissatisfaction over the work of Intelligence Bureau Director Arvind Kumar over the Naga Peace Agreement. In fact, on August 18, the Prime Minister had entrusted intelligence bureau director Arvind Kumar with the responsibility to come up with a solution to the Naga peace talks, but there has been no development on the subject so far. That is why the Prime Minister has immediately handed over to the Intelligence Bureau to take a theory on the subject. On the other hand, Prime Minister Narendra Modi will visit the north-east on January 23. The official said that at present the Prime Minister will talk to the chief Minister of all the north-eastern states about the Naga peace talks. On the other hand, the Prime Minister interacted with Intelligence Bureau Director Arvind Kumar and expressed concern over the Naga peace talks.

The Home Ministry official today said that the Centre’s interlocutor and prime minister in the North East rebel groups and Naga peace talks said that the intelligence director should resolve it immediately. Prime Minister Modi has clearly asked Intelligence Bureau director Arvind Kumar to resume. Naga peace talks “Over the past six years, RN Ravi was talking to Naga groups from his level as a negotiator,” a senior ministry official said. However, for the last 10 or 11 months, things have not been going well. That is why the Prime Minister has immediately handed over to the Intelligence Bureau to take a theory on the subject. It is mentioned that the Naga peace talks could not reach the end in 2020 due to separate Naga flags of NSCN (IM) and demand for constitution. After concluding separate talks with the Centre’s National Socialist Council of Nagaland (Isak-Muewah) and the Naga National Political Groups (NNPG) with seven organizations in October last year, many people expected that the issue would be resolved. The NSCN (IM) reiterated the demand for a separate Naga flag and a constitution instead of signing a peace agreement, saying that it is ready for an agreement without any such condition. The ongoing peace talks between the National Socialist Council of Nagaland-Isak Muewah (NSCN-IM) and the central government, led by Naga rebel outfits, have deepened the crisis clouds.

The governor of Nagaland and RN Ravi, who is playing the role of mediator in the talks, in his Independence Day message, have slammed the state government for taking the role of rebel organisations. The rebel group has come out with a strong response after the Home Ministry directed the Assam Rifles to launch a campaign against NSCN-IM in Nagaland. The NSCN-IM alleged that the centre is not firm to find a permanent solution to the seven-decade-old Naga problem. He said the patience of the group should not be considered as his weakness. The NSCN-IM has warned that the consequences may be detrimental to both sides. The Naga group claimed that the Home Ministry has directed the Assam Rifles to intensify operations against the group’s workers. The NSCN-IM said in a statement that the draft agreement signed on August 3, 2015 to find a permanent solution is like a document to reach the final solution of the central government and the organization. There were reports that talks between nscn-im and centre representatives could not proceed as the group stands by the demand for a constitution and separate flag for Nagaland and the Centre rejected it. The NSCN-IM asked the centre to deal sensitively with the situation and not to encourage Indian security forces and other security agencies to wage operations against him. Nscn-IM said that in such a situation, nscn members will not remain silent. Our patience should not be understood as our weakness or helplessness. The consequences will be detrimental to both sides. It will not be in the interests of cease-fire in Naga area. In Nagaland, the draft agreement was signed in the presence of Prime Minister Narendra Modi after 80 rounds of talks in 18 years to tackle the decades-old problem of insurgency.

Even the NSCN (IM) sent a letter to Prime Minister Narendra Modi demanding the restoration of more than two decades ago political dialogue between the group and the centre at the ‘ Prime Minister level ‘, without any preconditions, to a third country.Governor and Centre’s interlocutor for Naga peace talks R.N. Ravi disputed saying that armed gangs are running their own government in the state. Are challenging the legitimacy of the elected authorities and putting up a “crisis of confidence” in the system. However, Nagaland Governor Rn Ravi, who is also the centre’s negotiator for the ongoing Naga peace talks, has ruled out a different flag for the community and the possibility of a constitution – a major bone of contention between NSNN (IM), the most influential Naga attire and the government. “The Indian national flag and the Constitution are the pride of the people of India,” the Governor of Nagaland said today. The Government of India is very clear that India will have only one national flag and a constitution. On the contrary, anyone has to face a lie. They are trying to confuse and confuse people. He also said the Centre “never negotiated, very little” on the issue of the country’s territorial integrity and sovereignty with anyone. “No audacity to dismantle this great nation will be tolerated,” he said.
