Bhopal: With the active participation of service users, better results of effective implementation of schemes / activities can be achieved in the programmes under Anganwadi Service Scheme. The “Sahyogini Matru Samiti” was constituted to increase the participation of women in programmes run at the village level in the past. Presently the Sahyogini Matru Samiti is being reconstituted at Anganwadi centres keeping in view the changes in the ground level conditions and the nature of the schemes. Director Women and Child Development Smt. Swati Meena Nayak informed that there is provision of ‘Vigilance Committee and Social Audit System’ for empowerment, transparency and accountability of the activities of the Anganwadi centers under the National Food Security Act 2013. The Matru Sahyogi Samiti will work as ‘Vigilance Committee’ for this.
Nature of committee
Smt. Swati Meena Nayak informed that there will be a ten-member Matru Sahyogini Samiti at each Anganwadi centre which will be selected from the sub-committees of selected members of the ward, village, hamlets, manjra, phaliya etc. Female member of the family of the beneficiary (pregnant and nursing mothers) of Anganwadi or children will be nominated. Village panch (priority to woman Panch) ward corporator, active women who will voluntarily give their support, teachers of respective schools of village / urban areas, women members of ward level other departmental committees, women heads of self-help groups, will be nominated for a period of three years. In addition, the mother of children up to 6 years of age will be associated with the committee for one year. Also, the mother of teenaged girl (11 to 17 years) and women in the age group of 19 to 45 will also be nominated to the committee for a period of one year.
Sector supervisors will be authorized officers
The Sahyogini will be the Sector Supervising Authorized Officer of the concerned area for the selection of members of the Sahyogini Matru Samiti/ Up-Samiti. The Samiti will be constituted and information will be given by the supervisor to the child development officer. Child Development Officer, District meProgram Officer and Divisional Joint Director will be responsible for the proceedings of the formation of the Samiti in their areas of work.
Nature of Up Samiti
The Up-Samiti will be constituted at Ward / Mohalla, Tola / Majra / Falia level. One of the selected members will be elected as the head. The tenure of the Samiti members will be one year.
Director Smt. Nayak informed that this Samiti will act as a Vigilance Committee as per the provisions of the National Security Act 2013 to monitor the nutritional supplements being provided under Anganwadi Seva. The Vigilance Committee will carry out the work of supplementary nutritious food, take home ration, breakfast, meal provided by self-help groups, continuity of the third meal and quality monitoring and suggestions and guidance for the malnourished children. Apart from this, the committee will work on immunization and health examination, cooperation in organizing community based activities, care of malnourished / severely malnourished children and monitoring of nutrition level.
